Senior Manager Commercial & Development (District Cooling) Location: Dubai, UAE Sector: District Cooling | Utilities | Infrastructure Development About the Opportunity We are working with an established infrastructure developer seeking an experienced Senior Manager Commercial & Development to drive the growth and development of district cooling projects across the UAE. The successful candidate will be responsible for identifying new business opportunities, leading commercial negotiations and progressing district cooling projects from initial origination through to contract execution. This is a commercially focused role requiring strong knowledge of the district cooling sector, infrastructure development and long-term utility agreements. Key Responsibilities • Identify, originate and develop new district cooling opportunities across the UAE. • Lead business development activities with real estate developers, master developers, government entities and other potential clients. • Manage the commercial development of new projects, including feasibility assessments, pricing strategies and investment evaluations. • Structure and negotiate long-term cooling supply agreements and other key commercial contracts. • Develop commercial proposals, financial assessments and business cases for new opportunities. • Coordinate with technical, engineering, finance and legal teams to progress projects through the development lifecycle. • Lead commercial discussions with clients, partners and key stakeholders. • Support tender submissions, competitive bids and contract negotiations. • Evaluate project risks, commercial structures and potential returns on investment. • Build and maintain relationships with developers, consultants and key decision-makers. • Monitor market trends, upcoming developments and opportunities for district cooling expansion. • Present project opportunities and commercial recommendations to senior leadership. • Bachelor s degree in Engineering, Business, Finance or a related discipline. • Proven experience in commercial development, business development or project development within the district cooling sector. • Strong understanding of district cooling business models, commercial structures and long-term cooling supply agreements. • Experience originating and negotiating new district cooling projects. • Established relationships with real estate developers, master developers and relevant stakeholders in the UAE. • Strong commercial acumen, financial understanding and negotiation skills. • Experience evaluating project feasibility, commercial risks and investment opportunities. • Excellent stakeholder management and communication skills. • Previous experience within the UAE or wider GCC district cooling market is highly desirable.
