Proposal Manager

This position is responsible for leading the preparation, coordination, review and submission of competitive technical and commercial proposals for electrical construction and substation projects, managing the complete tender lifecycle from initial release through final submission. Key Responsibilities • Review RFQs, ITTs, tender documents, specifications, drawings, BOQs and contract conditions, and prepare tender schedules, bid strategies, clarifications, exclusions, assumptions and qualifications. • Prepare detailed cost estimates and quantity take-offs for substation and electrical construction projects, covering HV/EHV substations, GIS/AIS switchgear, power transformers, protection and control, SCADA, cabling and associated civil works. • Evaluate material, manpower, equipment, subcontracting, logistics, testing, commissioning and overhead costs, and develop project-specific rates and cost databases. • Obtain and evaluate quotations from suppliers, manufacturers and subcontractors; negotiate prices, delivery schedules, payment terms and commercial conditions. • Conduct detailed bid/no-bid assessments and identify technical, commercial, contractual, execution and financial risks. • Participate in tender clarification meetings and negotiations with clients, ensuring proposals are submitted accurately and within the required deadlines. • Allocate tendering responsibilities, review team estimates for accuracy and completeness, and develop team capabilities, estimation procedures, templates and best practices. Qualifications • Bachelor's degree in Electrical or Civil Engineering. • 12–15 years of experience in tendering, estimation and proposals for electrical construction and substation projects. • PMP certified, with Kuwait Society of Engineers (KSE) membership. • Advanced MS Excel for estimation and costing; proficiency in MS Word and PowerPoint; SAP ERP / costing software and quantity take-off tools are an advantage. • Strong critical thinking, problem-solving, time management, teamwork and communication skills.
