Job description
Ensuring that the mechanical systems (air conditioning and ventilation, water supply and drainage, fire protection, and special systems) in every assigned project are correctly designed, feasible, compliant with codes, cost-effective, and operational and maintainable throughout the asset's lifecycle. This is achieved through an independent and documented technical review of the outputs from consultants, contractors, and suppliers at each stage of the project lifecycle, the submission of reasoned technical recommendations to the Technical Office Manager, and the identification of errors and discrepancies at the planning stage, not on-site.
Tasks and responsibilities
Review the mechanical design packages at all stages against the design brief, company standards and operator requirements, classify feedback as critical, primary and secondary and follow up on its closure.
Independent sample verification of thermal load calculations, duct and pipe sizing, equipment selection and energy efficiency, and review of pressure splitting strategy in towers.
Verification of hydraulic calculations for fire systems (sprinklers, risers, and pumps), smoke control systems, and stairwell pressure systems.
Review the IFC plans, execution plans, and implemented business plans, and verify their completeness and consistency with the approved design before recommending release.
Engineering coordination between disciplines, conducting conflict detection sessions and following up on their resolution, and unifying observations with other technical office engineers before issuing them.
Reviewing and recommending applications for approval of materials, equipment, and alternatives, and witnessing factory tests of critical equipment upon assignment.
Review the technical specifications and bills of quantities, and verify the quantities of high-value items by sample.
Identifying value engineering opportunities and preparing technical-economic comparisons by lifecycle cost analysis, without compromising safety, compliance, or operational performance.
Participating in the preparation of the technical package for tenders and technical evaluation criteria, evaluating contractors' and suppliers' bids, and preparing technical clarifications.
Reviewing and responding to technical inquiries (RFIs) or recommending a response, and the technical and quantitative evaluation of change requests and change orders.
Verifying compliance with the Saudi Building Code, Civil Defense requirements and service providers, reviewing licensing packages and following up on closing the observations of the authorities.
Providing technical support for project and site management, and conducting field technical visits to verify compliance with implementation at critical points.
Reviewing test and operation plans and budget reports, and witnessing critical tests (fire pumps, stair pressure, smoke control, integrated testing).
Follow-up on delivery and technical closure: mechanical observation lists, operation and maintenance manuals, facility team training, readiness report, and documentation of lessons learned.
Preparing periodic technical reports and records, managing technical risks and early escalation, evaluating the quality of consultants' outputs, and submitting reasoned recommendations to the Technical Office Manager.
Skills and abilities
Technical skills
Design and review of air conditioning and ventilation systems (chilled water, VRF, air handling units, parking and kitchen ventilation).
Design and review of water supply and drainage systems, pressure splitting, risers, pumping stations and hot water.
Analytical thinking: Building technical opinion on calculations and references, not on impressions.
Problem solving: Providing actionable solutions along with their alternatives and the impact of each alternative.
Making the technical decision: Resolving the recommendation in a timely manner and bearing its professional consequences within the scope of authority.
Engineering communication: Clear, referenced, and action-specific notes, both orally and in writing, in Arabic and English.
Prioritization and time management: Arranging reviews according to their impact on the critical path and adhering to review deadlines.
Working under pressure while maintaining review quality when projects are crowded.
Coordination between disciplines and teamwork without overstepping one's area of expertise.
Accuracy and not passing on a known error or issuing an unsupported comment.
Professional accountability: documenting the opinion, standing behind it, acknowledging shortcomings, and addressing them.
Institutional commitment to official channels, the matrix of powers, and integrity in evaluation.
Requirements and conditions
Bachelor of Science in Mechanical Engineering (a specialization in Mechanical Power Engineering is also accepted).
At least 10 years of experience in building mechanical systems.
At least 5 years in design review, technical office or design consultancy.
Experience in at least two projects with a height of 20 floors or more (mixed-use or hotel towers).
Experience in reviewing integrated design packages at all stages, and reviewing civil defense packages.
Experience in HVAC systems, water supply and drainage, fire protection, hydraulic calculations and acceptance testing.
Using Revit and Navisworks for the review.
Valid professional classification from the Saudi Council of Engineers with the degree of “Professional Engineer”.
Proficiency in technical reading and writing in English
