Manager PDM

Job purpose Leads, and coordinates, PdM works and supervise the designated team, acting as Technical Service provider of PdM and execution of minor projects, modifications in accordance with the technical standards to maintain the assets through; (1) Establishing & implementing management system and PdM best practice that focus on continuously improving reliability system related to rotating services, (2) Lead the execution of PdM Strategy that are essential to maintain the mechanical equipment (Rotating), operating integrity of the plant, operates safely and at maximum efficiency, and (3) Lead the team and organizing & implement technical training for improvement of PdM skills; in order to ensure plant equipment availability, reliability & optimization and facilitating smooth operations of the plant to meet operational targets. This role is guided in accordance with the OQBI Mission, Vision, Values, and Strategies, as well as policies, guidelines, and both local & international standards. It is supported by an IT Technology platform, HSSE standards, Omani government regulations, legal justifications, and best international practices. All these elements are aligned with the national objectives of Oman. Main tasks and responsibilities Attends daily meetings & communicates with Operation, TS, Planning, HSE and other departments for coordination of agreed Recommendations and actions Approved & implement solutions to maintenance process & activities ensuring risk of failures are fully detected, understood, and mitigated. Analyse reliability diagnostic report & recommend changes to site-wide maintenance strategies/programs to drive continuous improvement. Ensuring the sustainability of reliability process, such as Bad Actors, Root Cause Failure Analysis, FMEA, MTBF, etc. Analyses the data related to equipment performance from SAP and identify problem areas Provide Engineering solution for all rotating equipment related problems Act as engineering services focal point to provide input on new capital projects pertaining to rotating equipment Review, comment and approved maintenance processes, procedures, services, inspection frequencies / applicability of equipment. Provide guidance & support to maintenance team on identifying critical issues, bad actors of rotating equipment. Review and update PM / PdM progress reports & contractor s performance and takes appropriate action for any issues arise. Evaluate job performance for PdM team and assist Department Manager and set key performance indicators for the department. Leads the development, implementation and management of technical monitoring and other machinery predictive techniques processes and standards Lead, produce and maintain the lifecycle management plan for major process machinery equipment/system, and subsequently provide forecast cost and schedule estimate for related capital and maintenance projects Review and approve improvement strategies for maintenance, operations, engineering and purchasing to extend lifecycle and equipment usage, support cost reduction efforts Leads implementation of innovative advance machinery learning techniques, to predict major equipment performance. Creates a positive work environment for maximizing the business impact of reliability engineering and rotating equipment integrity programs. Develop a well-defined back-up plan, such as organizing Predictive Maintenance (PdM) staff during on-call & emergency maintenance works in plant during silence hours / off duty Develop and provide effective Training Program for the development of young engineers. Lead development of PdM and rotary machinery training task books, standard operating, and maintenance procedures. Key interactions Internal: Maintenance, Operations, Technical Services and HSE. External: Vendors, contractors, manufacturers. Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use. Education requirements Minimum Qualifications for this position are a Bachelor degree in Mechanical Engineering or equivalent Language requirements Excellent knowledge of written, read, and spoken English (required) Arabic - Native (desirable) Background and experience Competencies and skills 8+ years experience in refinery & petrochemical plants maintenance, inclusive of 4 years of relevant experience in a similar role. Relevant experience in Operations / Process Engineer role within the Oil & Gas / Refinery / Petrochemical industry, preferably with experience in Predictive Maintenance for the area/assets associated with this position Knowledge of the refinery process and plant equipment. Knowledge of Steam turbines, Gas turbines, Centrifugal compressors, Reciprocating compressors, Pumps, Fans and Blowers, Dry Gas seals, Mechanical Seals etc. Judgment in technical matters with good skills in Predictive maintenance & international code and standards (ASME, API, ASTM, etc.) Knowledge of: o Predictive maintenance technology (vibration, oil, infrared/ thermography analysis) o Computerized Maintenance Management Systems (CMMS) o Expertise in SAP- PM o Online vibration monitoring system (Bentley Nevada System-1) o Off-line vibration monitoring system (SKF @ptitude & Emerson CSI 2140 / 2130) Broad understanding of relevant processes, plant and equipment regarding rotating equipment: o In operating and maintaining the reliability of all rotating equipment. o Experience in condition monitoring systems on rotating equipment. o Good knowledge in QA/QC, ISO 9001, ISO 1400 and HSE plans. Familiar with techniques for ensuring data integrity with various integration of information/ reports Understanding of Process (P&IDs / PFDs) & Engineering drawings and OEM manuals. Certification: o Certified Level II in Vibration Analysis Experience in Developing/reviewing maintenance work instruction Sound judgment in technical matters with good skills in engineering field. Proven experience with Personal Safety Management. Good knowledge in HSE / SCE QA/QC, equipment & plans/ standards Knowledge of refinery and petrochemical plants operation. Awareness of DCS, ESD system, PLC, integrated control systems for rotating machinery. Experience in bids evaluation and knowledge of contracts management & spare parts optimization.
