HSE Officer

JOB PURPOSE To make sure all OCTG work pipe receiving, storage, handling, inspection, threading, loading and delivery is carried out safely, with no harm to people or the environment, and in line with company, client and Omani regulations. MAIN DUTIES 01. Make sure pipe handling, crane lifting, forklift work and truck loading are done safely. 02. Check that lifting equipment is certified and that riggers and operators are competent. 03. Run the Permit to Work system and carry out risk assessments (JSA / HIRA). 04. Visit sites as required to carry out HSE inspections and audits. 05. Investigate incidents and near misses, and follow up corrective actions. 06. Give HSE inductions, toolbox talks and safety training to staff and contractors. 07. Prepare monthly HSE reports and statistics for management and clients. 08. Manage waste, chemicals and heat-stress controls at site. 09. Make sure contractors and drivers follow HSE and journey management rules. 10. Support client and certification audits (Oxy, ISO 45001 / 14001). 11. Prepare and present SQ presentations to the client as and when needed. RQUIREMENTS • Omani national. • Bachelor's degree or diploma in HSE, Engineering or a related field. • 8 10 years of HSE experience in Oil & Gas, preferably in OCTG, pipe yard or oilfield services. • NEBOSH IGC (mandatory); NEBOSH Oil & Gas or IOSH is an advantage. • Knowledge of Oxy / operator HSE standards and Omani HSE regulations. • Valid Omani driving licence. • Good spoken and written English and Arabic. KEY SKILLS • Good knowledge of lifting and pipe handling safety. • Strong communication and training skills. • Able to travel to field sites when required. • Basic computer skills (MS Office).
