HSE Officer

**About the Role:** We are seeking a dedicated and experienced **HSE Officer** to implement, monitor, and enforce health, safety, and environmental policies on marine and construction projects. The ideal candidate will have strong knowledge of HSE regulations, risk assessment, incident investigation, and site safety management in marine, offshore, or heavy construction environments. **Key Responsibilities:** * Implement and enforce HSE policies and procedures on site in compliance with local regulations and company standards * Conduct daily site inspections, safety audits, and hazard assessments to identify and mitigate risks * Investigate incidents, accidents, and near\-misses; prepare detailed reports and recommend corrective actions * Organize and conduct safety inductions, toolbox talks, and training sessions for site personnel * Monitor and enforce the use of personal protective equipment (PPE) and ensure compliance with safety protocols * Review and approve method statements and risk assessments for site activities * Maintain and update the permit\-to\-work system for high\-risk activities (hot work, confined space, working at height, lifting operations) * Ensure all site activities comply with environmental regulations and waste management procedures * Monitor emergency response equipment and conduct regular emergency drills * Liaise with client HSE representatives, regulatory authorities, and subcontractors on safety matters * Maintain accurate HSE records including inspection reports, training logs, incident reports, and equipment certifications * Report HSE performance data, statistics, and trends to management * Identify unsafe acts and conditions; implement corrective and preventive actions * Participate in HSE meetings and provide safety input to project planning * Promote a positive safety culture and ensure all personnel understand their HSE responsibilities * Stay updated on HSE regulations, industry best practices, and emerging safety technologies **Qualifications \& Experience:** * Diploma or degree in Occupational Health \& Safety, Engineering, or related field * Minimum 3\-5 years of experience as an HSE Officer in construction, marine, offshore, or oil \& gas industries * Valid HSE certifications including NEBOSH IGC, IOSH, or OSHA * Knowledge of local and international HSE regulations and standards * Experience with incident investigation, risk assessment, and safety audits * Familiarity with marine construction safety, heavy equipment, and offshore operations is preferred * Valid offshore survival certificates (BOSIET/HUET) if working offshore * Proficiency in MS Office (Excel, Word, PowerPoint) * Fluency in English; knowledge of Arabic or Hindi/Urdu is a plus **Required Skills:** * Strong communication and interpersonal skills * Good observation and analytical abilities * Proactive problem\-solving and decision\-making skills * Attention to detail for inspections and documentation * Ability to conduct training and toolbox talks effectively * Team collaboration with site, project, and management teams * Ability to work independently and under pressure Work Location: In person
