Job description

Strategy, Policies & Procedures • Lead the execution of the Business Relations strategy in alignment with Group HR policies, approved workforce plans, directives and business priorities. • Implement business relations processes, SOPs, SLAs, and governance standards are consistently applied across all business units. • Ensure HR activities comply with UAE Labour Law, MOHRE requirements and Group HR policies. • Manage continuous improvement initiatives to enhance stakeholder satisfaction. • Safeguard sensitive strategic information, ensuring confidentiality and protecting the interests and reputation of the company. ★ - Embed diversity and inclusion into workforce strategies and policy execution ★ - Establish ethical and compliance frameworks for hiring and selection (anti-bias controls, audit trails) Business Partnering & Workforce Support • Serve as the primary point of contact for business units on HR-related matters, including employee requests, workforce planning support and HR policy interpretation. • Partner with line managers to understand workforce needs and support execution of approved workforce plans. • Provide consistent advisory guidance to managers on HR policies, procedures and employee lifecycle matters. ★ - Collaborate with Talent Acquisition, Rewards, L&D, and HR Operations to deliver integrated HR solutions ★ - Advise managers on workforce transactions (transfers, promotions, job changes) ensuring fairness and documentation Workforce Planning & Budget Execution • Lead the execution of approved workforce plans and track headcount movements, replacements, approvals, transfers and changes. • Monitor workforce utilization and highlight variances, risks or deviations for escalation. • Support workforce planning and budgeting exercises through accurate data and inputs. ★ - Align workforce plans and budgets; track transactions and ensure HRIS data integrity Outsourced Workforce Management • Serve as the primary point of contact for all HR-related matters concerning outsourced employees and their service providers, ensuring clear communication, timely resolution, and policy compliance. • Lead and manage outsourced workforce activities, including candidate interviews, onboarding, contract renewals, exits, attendance tracking, outsourced workforce data consolidation and invoicing. • Liaise with vendors to ensure compliance with contractual terms, SLAs, and labour regulations. • Ensure outsourced employee contracts are reviewed and optimally negotiated in coordination with Legal to protect the Group’s interests and ensure contractual and regulatory compliance. • Review and validate outsourced workforce data and monthly submissions prior to escalation and approval. • Monitor outsourced service delivery against defined KPIs to ensure service quality, compliance, and contractual performance. Employee Relations & Requests • Manage employee inquiries, service requests, and HR-related issues in a timely and professional manner. • Support disciplinary actions, grievances, and employee relations cases in coordination with HR leadership and Legal where required. • Manage recruitment-related escalations such as onboarding issues, offer withdrawals, and hiring concerns by collaborating with relevant teams. ★ - Manage grievances, investigations, disciplinary actions, and terminations in line with policy and law Emiratization • Lead the Emiratization initiatives and track Emirati headcount and progress against approved targets. • Prepare and submit Emiratization reports and updates in line with internal and external requirements. • Support engagement and retention actions for Emirati employees. ★ - Plan, track, and report nationalization progress; leverage Nafis programs; ensure compliance Reporting & Analytics • Prepare and maintain accurate HR MIS reports covering headcount, workforce utilization, Emiratization, outsourced workforce and employee movements. • Ensure data accuracy and integrity across HR systems and dashboards. • Analyse and highlight trends, risks, and operational issues for review by HR leadership. ★ - Plan, track, and report nationalization progress; leverage Nafis programs; ensure compliance ★ - Maintain HRBP dashboards and drive actions from insights Talent Management • Define Key Performance Indicators for the team. • Oversee workload, conduct performance evaluations, recognition and career guidance along with necessary disciplinary actions as appropriate. • Review the manning and training requirements of the team and communicate those requirements to the Management. Synergies with stakeholders • Provide guidance to business units on HR policies and procedural requirements to support compliant and effective HR service delivery. • Facilitate coordination between business units, outsourced companies and HR to ensure timely resolution of queries and operational matters. Other Tasks • Perform any other responsibilities relating to this job request or work task as allocated by the Line Manager. ★ **Collaboration Across HR Functions** ★ - Collaborate with Talent Acquisition, Rewards, Learning & Development, and HR Operations to deliver integrated HR solutions ★ - Establish governance cadence and shared KPIs across HR functions to ensure alignment and employee experience continuity Qualifications and Knowledge: • Bachelor’s degree in Human resources/business administration/ industrial/organizational psychology. • Hold CIPD/ SHRM or equivalent certification. Experience: • 5-7 years’ HR experience, with strong exposure to HR business partnering, workforce planning, employee relations and outsourced workforce management. Work Location: Candidates will be deployed to work with a leading semi-government organization in the UAE. Language Requirement: Fluency in both Arabic and English is mandatory.
