Job description
The HSE Officer is responsible for ensuring comprehensive Health, Safety, and Environmental (HSE) compliance across all production and factory operations, specifically within paint manufacturing processes. This includes monitoring workplace safety, conducting inspections, risk assessments, incident investigations, and promoting a safe and compliant working environment in line with UAE statutory requirements and company policies.
Key Duties & Responsibilities:
• Ensure compliance with UAE Labour Law, MOHRE, OSHAD, and company HSE policies across all factory and paint production operations.
• Conduct regular workplace inspections, safety audits, and risk assessments to identify hazards and implement preventive measures in production and engineering areas.
• Monitor and enforce engineering and operational safety standards, including machinery safety, PPE usage, chemical handling, and storage of raw materials.
• Investigate incidents, near misses, and accidents; prepare formal investigation reports with corrective and preventive actions.
• Maintain HSE documentation and records in line with statutory requirements.
• Conduct safety inductions, toolbox talks, and training sessions for employees, contractors, and new joiners.
• Support emergency preparedness, including fire drills, evacuation plans, and chemical spill response.
• Coordinate with Engineering, Production, Operations, and HR teams to ensure safety integration across all factory processes.
• Ensure environmental compliance, including waste management, emissions control, and regulatory reporting specific to paint manufacturing.
• Promote a safety-first culture and continuous improvement mindset across the factory and production operations.
• Willingness to work in rotational shift schedules, including day and night shifts, as per operational requirements.
• Minimum 3–5 years of relevant experience in HSE or engineering safety roles in manufacturing or industrial sectors, familiarity with local HSE regulations, labour law, and statutory compliance is highly desirable.
• Bachelor’s Degree in Engineering (Mechanical, Electrical, Chemical, Industrial) - OR - Bachelor’s Degree in Occupational Health & Safety, Environmental Engineering, or a related discipline.
• Mandatory certifications: NEBOSH IGC or IOSH Managing Safely.
• Additional certifications in First Aid, Firefighting, Risk Assessment, or Environmental Management are advantageous.
• Knowledge of UAE Labour Law, MOHRE, Dubai Municipality, and OSHAD HSE regulations is preferred.
• Strong knowledge of risk assessments, incident investigation, safety audits, and permit-to-work systems.
• Ability to coordinate with Engineering, Production, Operations, and HR teams to ensure safety integration across all factory operations.
• Good communication, reporting, and documentation skills.
• Proficient in MS Office and HSE reporting tools.
