Job description

1. Situational Monitoring • Monitor daily news, government advisories, and regional security developments. • Assess threats and promptly report risk changes to the HSSE Manager and Country Manager. • Maintain a five-level alert system for Dammam Head Office and Al Qunfudah site, prioritizing Al Qunfudah due to its proximity to the conflict area. • Recommend alert-level changes to the CMT, which retains final authority over alert changes and evacuation decisions. 2. Evacuation & Emergency Preparedness • Develop and maintain emergency and evacuation plans for both locations and future project sites. • Maintain site-level emergency contacts, backup coordinators, communication trees, and headcount procedures. • Coordinate drills, readiness exercises, and pre-arranged evacuation services, including transport, safe hotels, and air/maritime evacuation options. • Conduct monthly contact updates, quarterly service-provider checks, annual route familiarisation, and yearly full-plan simulations. 3. Crisis Activation & Response • Execute the emergency plan upon CMT authorization and coordinate response activities across both sites. • Follow the evacuation hierarchy: commercial/charter air, relocation to pre-approved safe hotels, and maritime evacuation as a last resort. • Coordinate communications, personnel accountability, transportation, and temporary relocation. • Serve as the central communication link between site teams, Head Office, and the Country Manager, maintaining records of all actions. 4. Post-Event & Continuous Improvement • Conduct post-drill and post-incident reviews and update plans based on lessons learned. • Submit a brief status report to the HSSE Manager and Country Manager after each drill or emergency activation. ● Diploma or Bachelor's degree in a relevant field (HSSE, Business Administration, Security/Emergency Management, or related). ● 3–5 years of experience in emergency planning, crisis coordination, HSSE, or a related support role. ● Experience in Saudi Arabia is preferred. ● Experience in an industrial, construction, or EPC environment is an advantage. ● A recognized emergency management or HSSE certification is preferred, not required.
