Job description

The incumbent is responsible for developing the Authority wide corporate communication and stakeholder engagement system. The position will promote, foster, and support collaboration and communication between the Authority s corporate stakeholders in alignment with the organization s mission of delivering and managing a world-class infrastructure to fulfil Qatar s National vision. The position helps develop and implement stakeholder engagement and partnership initiatives that support the Authority s corporate strategies to drive efficient engagement with stakeholders. Mentor and train stakeholder engagement team members, empowering them with skills in strategic communication, stakeholder engagement and international liaison. Your role • Lead the development and execution of a comprehensive communication strategy for Ashghal s key strategic initiatives, including the adoption of Modern Methods of Construction (MMC) and Construction Technology Transformation. • Formulate and manage communication governance frameworks that align with Ashghal s strategic goals, ensuring consistency, accuracy, and strategic alignment across all communication platforms. • Establish and continually review best practice guidelines for effective communication, stakeholder engagement, and change management across Ashghal s projects. • Design and implement change management strategies to support the successful adoption of MMC and construction technology improvements. • Collaborate with internal departments, external partners, and governmental entities to synchronize change initiatives, standardization efforts, and policy alignment. • Drive strategic stakeholder engagement initiatives that foster understanding of Ashghal s transformative projects, with a specific focus on MMC and digital construction. • Build and maintain relationships with key stakeholders, including government entities, developers, contractors, architects, and international partners. • Research, write, edit, and manage the development of high-quality communication materials, including executive briefings, and strategic updates. • Develop, implement, and communicate strategies and key messages in clear and impactful language using diverse communication tactics. • Ensure that internal and external communications are fully integrated to coordinate specific initiatives with relevant ministries and stakeholders. • Organize and manage communication workshops and stakeholder forums to promote Ashghal s projects and governance frameworks. • Coordinate conferences, international forums, and knowledge-sharing events to showcase advancements in construction technology and MMC governance and promote Qatar s infrastructure leadership and Ashghal s strategic. • Produce comprehensive performance reports, highlighting key achievements, areas for improvement, and stakeholder feedback. • Support the delivery of high-impact messages to diverse audiences in Qatar and internationally. • Develop and maintain documentation of progress, challenges, and achievements related to construction technology initiatives and MMC programs. • Actively seek stakeholder feedback to identify barriers to technology adoption and areas for improvement in current guidelines, SOPs, and incentives. • Engage with Ashghal s ecosystem including developers, architects, engineering firms, and contractors to capture insights and fine-tune communication strategies. • Integrate stakeholder inputs into program enhancements, policy updates, and strategic communication plans. • University degree from a recognised university in an appropriate field. • Chartered status or Professional License from internationally recognized professional institutions or organizations. • Minimum of 25 years postgraduate experience with experience in major infrastructure projects or programmes, 10 years in similar position, and 5 years in Qatar and / or the Gulf region. • Advanced written and verbal communication skills in Arabic and English. • Experience in communication management in public sector building and infrastructure projects. • Experience in developing organisational communication strategies, policies, plans, processes, procedures and standard practices. • Experience in conducting communication assessment studies, analysis and developing appropriate solutions for improvement. • Proven experience in dealing with Government Authorities and Utility Service Providers. • Experience of Qatari Authorities. • Master s degree in a relevant field. • A proven record in delivering significant engagement programmes within a public sector setting. • Deep understanding of the organizational context, stakeholder expectations and external trends. • Ability to align communication objectives with organizational strategy and business outcomes. • Acting as a trusted advisor and thought partner for senior executives. • Understanding media relations, crisis communication, digital platforms, and content production at a supervisory and strategic level. • A strategic planning approach, with a focus on delivering effective stakeholder engagement communications, strategies and solutions. • Able to build and maintain business relationships and partnerships through collaboration and consultation. • Highly developed written and verbal communication skills with the ability to communicate sensitive issues.
