Responsibilities The main purpose of the Corporate HSE Trainer \& Incident Investigator is to ensure that an adequate HSE Training and Education program is in place and all HSE \& Construction employees on site are competent to function to their respective roles; ensure proper incident investigations are conducted and mitigate the root causes to prevent re\-occurrence of incidents and coordinate crisis/disaster management activities \& provide crisis preparedness training. * Support the development of KSA national employees across the team to support corporate objectives, Saudization targets and lead the knowledge dissemination culture to ensure optimal building of internal capabilities and maximize their performance * Support managing and conducting the affairs of the team with the highest standards of respect, integrity, accountability, agility, quality, safety and corporate governance * Ensure compliance with Code of Ethics policy and adopting company values * Enhance adoption and utilization of systems and ERP * Identify and track KPIs for the HSE Training \& Incident Investigation team and devise plans and initiatives for improvement * Lead the day\-to\-day responsibilities of the Training \& Incident Investigation team in accordance with the company’s policies and procedures * Responsible for all Training \& Incident Investigation activities at all facilities and work sites * Analyze and monitor performance of Training \& Incident Investigation teams against schedule and reflect in monthly and quarterly project review meetings * Ensure executing a designed Training \& Incident Investigation system and ensure its effective implementation * Ensure Legal and Regulatory compliance in Training \& Incident Investigation matters * Identify and track KPIs for the Training \& Incident Investigation, and devises plans and initiatives for business and operational improvements * Manage the development of the company’s expertise, know\-how, and capabilities in Training \& Incident Investigation * Manage the development and execution of the Training \& Incident Investigation strategy to comply with international standards * Ensure Training \& Incident Investigation policy is put in place to minimize hazards * Ensure setting an effective system for investigation, reporting, and estimation of cost of injury, damage, etc. * Lead major incident accident investigations * Assist in the planning, budgeting, and delivery of corporate training * Ensure reporting safety incidents to Personnel and Admin * Design a competency framework required for the HSE professionals within the organization * Develop the Performance Management system and gather all personnel data, analyze competency level and identify training needs * Establish and execute a training regime, and obtain necessary budgetary approvals for external training needs * Provide in\-house training to new and existing employees and contractors as follows: + Importance of conformance to the OHS policy and to requirements to the OHS Management Systems + Awareness of High and Medium risks activities and corresponding control measures + Potential consequences of departure from specified operating procedures and exiting controls + Awareness of employees roles and responsibilities in achieving conformance with the OHS Management System including emergency preparedness and response requirements * Establish a process to evaluate the trainings and record lessons learned for improvement Emergency \& Incident Investigation: * Prepare Emergency Plans and procedures for various scenarios e.g. Sand/Dust Storm, Hailstorms, Floods, Earthquakes \& construction based emergencies like crane/scaffolding collapse, fire \& explosion, confined space accident, hazardous materials spills and other disasters and hostage situations * Conduct surveys to determine the types of emergency needed * Consult the Civil Defense, hospitals and other institutions on order to determine their needs and capabilities in the event of a natural disaster or other emergency * Coordinate disaster response or crisis management activities such as ordering evacuations, opening shelters and implementing special needs plan * Design emergency/disaster preparedness training courses * Seek an external consultation in regards to other useful emergency plans used elsewhere in order to gather information for development and implementation of best practices * Ensure inspecting facilities and equipment such as emergency management crisis centers and communications equipment in order to determine their operational and functional capabilities in emergency situations * Prepare emergency situation status reports that describe response \& recovery efforts, and preliminary damage assessments Qualifications * Proficiency in written and spoken English (Arabic is a plus) * BSC Graduate or Diploma in related field * Accident / Incident investigation training * Minimum 10 years’ experience in similar field in a comparable sized operation to ESEC * Experience in the Middle East is a strong plus * Demonstrate a strong practical knowledge in QA/QC Management, Project and Contractual Management * Excellent communication, people management and problem solving skills * Good knowledge of audit and controls * Proven ability to handle multiple complex projects with a focus on results * Highly responsible and reliable with exceptional attention of detail * Well\-versed in international HSE industry standards * Expert in HSE Project and Risk
