Stakeholder Engineer
Abu Dhabi, UAE
Parsons is looking for an amazingly talented Stakeholder Engineer to join our Construction Supervision team in Abu Dhabi. In this role, you will manage stakeholder engagement, utility coordination, authority approvals and asset handover activities for a major infrastructure works (softscape, asphalt, hardscape and road/civil).
What You ll Be Doing
• Act as the primary liaison with external stakeholder authorities, utility providers, third parties to resolve interface issues and support project delivery.
• Coordinate permits, NOCs and authority approvals, maintaining approval logs, registers and trackers.
• Manage utility coordination including diversions, relocations, protection works, tie-ins, service connections and operational interfaces.
• Review contractor submissions related to stakeholder management, utilities, approvals and handover requirements.
• Coordinate inspections, testing and commissioning, close-out, and acceptance activities with relevant stakeholders.
• Ensure completion of asset handover requirements, including as-built drawings, GIS data, O&M manuals, asset registers, warranties, and close-out documentation.
• Prepare meeting minutes, reports, correspondence, presentations, and stakeholder status updates.
What Required Skills You ll Bring
• Bachelor's degree in Civil, Infrastructure, Utility Engineering, or a related discipline.
• Minimum 7 years of experience in stakeholder management, utility coordination, authority liaison and asset handover on infrastructure, roads, or utilities projects.
• Strong communication, stakeholder coordination and documentation skills.
• Proficiency in Microsoft Office; Familiarity with GIS and CAD .software
• Strong working knowledge of Abu Dhabi authorities, utility stakeholders, and approval processes.
• Experience working on construction supervision or PMC projects in the UAE/GCC.
What Desired Skills You ll Bring
• ADM/DMT Certified Engineer approval is an advantage.
• Strong understanding of utility diversion, relocation and asset handover practices, including as-built drawings and GIS deliverables.
