Job description

Site Technical Manager is responsible for leading the technical team in the production, coordination, and management of all shop drawings and technical submissions across assigned construction projects. This role carries accountability for ensuring technical compliance with IFC drawings, regulatory requirements, project specifications, and client and contractual obligations. The incumbent leads draftsmen and technical engineers, manages the full submission log system, resolves day–to–day site technical issues through regular site visits, represents the technical department in weekly progress and client/consultant meetings, coordinates between civil, structural, MEP, and subcontractor teams, drives material and variation order processes in coordination with commercial and procurement, and reviews rebar drawings and BBS before consultant submission. Technical Leadership & Drawing Production • Lead and monitor the production, detailing, and coordination of all shop drawings within the Technical Project team, ensuring all engineering outputs comply with IFC drawings, regulatory requirements, and client and contractual obligations, and that shop drawings are produced to that standard. • Lead the team of draftsmen and technical engineers in the preparation of shop drawings, setting clear direction, reviewing outputs, and maintaining quality standards throughout the production process. • Provide technical support and guidance to the shop drawing production team, supplying all necessary information, reference documents, and technical guidelines to enable accurate and efficient drawing production. • Review and follow up with third–party and in–house teams on rebar drawings and BBS; after review, communicate internal comments directly on the drawings and return them for revision before submission to the Consultant – minimizing the risk of rejection at the first submission. B. Submission Logs, Tracking & Reporting • Establish and maintain comprehensive electronic logs for shop drawings, material submittals, and Pre–Qualification (PQ) submissions – with a consistent numbering system – to control and monitor all project submissions in line with target dates. • Maintain a daily log tracking the status of each submission, and prepare weekly look–ahead internal plans on technical status in coordination with the Planning department; present these updates at the weekly progress meeting. • Prepare and distribute updates on technical status and dashboard reporting to management and stakeholders, providing clear visibility of submission progress, approvals outstanding, and any comments received from the Consultant. • Maintain a full approval log for all submissions, tracking the status of approvals and activities and ensuring any Consultant comments are recorded and discussed in a timely manner. C. IFC Review, RFIs & Multi–Discipline Coordination • Study tender documents, addenda, design intent, authority requirements, IFC drawings, and contract drawings to identify discrepancies between IFC and contract drawings and raise RFIs accordingly – ensuring all works comply with contractual requirements. • Develop and review RFIs for clarification and revision arising from drawing discrepancies, ensuring that all Consultant clarifications are verified as compliant with the contract scope before acceptance. • Raise RFIs for any discrepancies identified between IFC drawings across all disciplines – ID, Architecture, Landscape, Structure, and MEP – and with regulatory requirements, ensuring all multi–discipline clashes are formally recorded and resolved to enable smooth site execution. • Distribute approved shop drawings and RFIs to the site team and to the relevant subcontractors through an organized, controlled distribution system, ensuring the correct revision is always in use on site. • Coordinate between Architecture, Structure, and MEP disciplines to identify and eliminate clashes, ensuring integrated drawing coordination across all civil and MEP interfaces for smooth site execution. • Coordinate between all civil subcontractors through regular meetings, addressing interface issues and ensuring alignment on construction sequence and drawing requirements. D. Subcontractor & Consultant Management • Review all subcontractor submissions – PQ documents, material submittals, shop drawings, and calculations – coordinating between submittals and project specifications to verify compliance with IFC drawings and contract documents before submission to the Consultant. • Review Consultant and Client comments on materials and shop drawings; discuss unclear or inaccurate comments with the Consultant directly, share the agreed interpretation with subcontractors, and revise submittals accordingly – raising RFIs for any comments that remain unclear after discussion. • Prepare, review, and submit material submittals; subcontractors deliver the material submittal with a compliance statement, the technical team reviews it against project specifications, and submits it to the Consultant for approval. • Instruct subcontractors to obtain the required certificates for submitted materials, ensuring compliance with authority regulations and project specifications before any material is approved for use. • Coordinate with the procurement team to respond to subcontractor bidders' queries; for PC (Prime Cost) items, conduct a technical evaluation of subcontractor quotations and share the assessment with procurement for decision–making.
