We are seeking a highly experienced **Senior Procurement Engineer** to lead and manage procurement activities for a major construction and MEP project.
The Senior Procurement Engineer will be responsible for developing and executing the project procurement strategy, managing procurement packages, sourcing and evaluating suppliers and subcontractors, negotiating commercial terms, controlling procurement costs, and ensuring the timely delivery of materials, equipment, and services in accordance with project requirements and the approved construction schedule.
The role requires a strong combination of **technical knowledge, commercial awareness, negotiation skills, supplier management, and project procurement experience**.
The successful candidate will work closely with the **Project Manager, Commercial/QS, Engineering, Technical, Planning, QA/QC, Construction, Finance, and Site Teams**.
Key Responsibilities1\. Procurement Strategy \& Planning
* Develop and implement the overall project procurement strategy.
* Prepare and maintain the master procurement schedule aligned with the project baseline programme.
* Identify critical and long\-lead materials, equipment, and specialist subcontract packages.
* Establish procurement priorities based on construction requirements and project milestones.
* Develop procurement strategies for major packages to achieve optimum cost, quality, and delivery.
* Monitor procurement risks and develop mitigation strategies.
* Ensure procurement activities support the overall project programme and cash\-flow requirements.
2\. Procurement Package Management
* Take ownership of assigned procurement packages from initial requirement through final delivery.
* Review BOQs, specifications, drawings, material schedules, approved vendors, and project requirements.
* Define procurement scopes and prepare comprehensive RFQs.
* Manage multiple procurement packages simultaneously.
* Coordinate procurement requirements with Engineering, Planning, Commercial, and Construction Teams.
* Ensure all procurement packages are properly documented and traceable.
3\. Supplier \& Subcontractor Sourcing
* Identify and prequalify qualified suppliers, manufacturers, subcontractors, and specialist contractors.
* Develop and maintain a strategic supplier and subcontractor database.
* Evaluate suppliers based on technical capability, capacity, project experience, financial strength, quality, delivery capability, and commercial competitiveness.
* Establish competitive bidding strategies for major packages.
* Maintain strong relationships with key suppliers while ensuring competitive procurement practices.
* Monitor supplier and subcontractor performance and take corrective action when required.
4\. RFQ, Tendering \& Evaluation
* Prepare and issue RFQs and tender documents for materials, equipment, services, and subcontract packages.
* Manage the complete tendering process from RFQ issuance to recommendation for award.
* Review and analyze supplier quotations and identify technical and commercial deviations.
* Coordinate with Engineering and Technical Teams for Technical Bid Evaluations (TBE).
* Prepare and review Commercial Bid Evaluations (CBE).
* Ensure clear identification of exclusions, qualifications, alternatives, assumptions, and risks.
* Prepare comprehensive procurement recommendations for management approval.
5\. Commercial Negotiation
* Lead commercial negotiations with suppliers and subcontractors.
* Negotiate:
* Final prices
* Payment terms
* Delivery schedules
* Retention
* Warranties
* Guarantees
* Liquidated damages where applicable
* Incoterms and logistics responsibilities
* Price validity
* Variation and escalation provisions
* Achieve maximum commercial advantage without compromising technical compliance or project requirements.
* Identify opportunities for cost reduction, bulk purchasing, alternative sourcing, and value engineering.
6\. Purchase Orders \& Subcontract Agreements
* Prepare procurement recommendations and award documentation.
* Review Purchase Orders, subcontract agreements, and commercial terms before issuance.
* Ensure all agreed commercial and technical requirements are accurately incorporated.
* Coordinate with Commercial, Legal, Finance, and Project Management Teams where required.
* Monitor supplier/subcontractor compliance with contractual obligations.
7\. Long\-Lead Items \& Expediting
* Establish dedicated tracking for all critical and long\-lead items.
* Monitor manufacturing, approvals, inspections, testing, shipping, and delivery.
* Coordinate with Engineering and QA/QC Teams for material approvals and inspections.
* Identify potential delays at an early stage.
* Develop recovery plans with suppliers when delivery dates are at risk.
* Escalate critical procurement risks to Project Management.
8\. Cost Control \& Savings
* Monitor procurement commitments against approved budgets and project cost plans.
* Identify and implement cost\-saving opportunities.
* Conduct market benchmarking for major procurement packages.
* Negotiate volume discounts and framework/strategic agreements where beneficial.
* Support value engineering initiatives through alternative suppliers, materials, and procurement strategies.
* Track procurement savings and report them to management.
9\. Project \& Cross\-Functional Coordination
* Coordinate closely with:
* Project Management
* Engineering
* Technical Department
* Planning
* QS/Commercial
* Construction/Site Teams
* QA/QC
* Finance
* Logistics
* Stores
* Ensure procurement decisions are aligned with project execution requirements.
* Attend procurement, coordination, and project progress meetings.
* Provide procurement updates and highlight risks affecting cost or programme.
10\. Reporting \& Procurement Controls
* Maintain the master procurement tracker.
* Prepare weekly and monthly procurement reports.
* Report:
* RFQ status
* Tender status
* TBE/CBE status
* Purchase Orders
* Material approvals
* Manufacturing progress
* Delivery status
* Long\-lead items
* Procurement savings
* Supplier performance
* Procurement risks
* Ensure proper documentation and audit trails for all procurement activities.
Required Qualifications
* Bachelor's Degree in **Engineering, Procurement, Supply Chain, Construction Management, or a related discipline**.
* Minimum **7–10 years of relevant procurement experience**, preferably within major construction, MEP, infrastructure, or EPC projects.
* Proven experience managing major procurement packages and subcontractors.
* Strong UAE construction procurement experience is highly preferred.
* Strong knowledge of construction and MEP materials, equipment, systems, and specialist packages.
* Strong understanding of BOQs, specifications, drawings, technical submittals, and project schedules.
* Excellent commercial negotiation and supplier management skills.
* Strong knowledge of procurement contracts, purchase orders, and subcontract agreements.
* Advanced Excel and procurement reporting skills.
* Excellent English communication and negotiation skills.

Reporting Line

Pay: AED8,000\.00 \- AED14,000\.00 per month
