**Location: Al Ula**
**Role Overview:**
RLB KSA is seeking an experienced and commercially focused Senior Cost Manager / Quantity Surveyor to support the successful delivery of a major project during the post\-contract phase.
The successful candidate will site based and play a key role in managing the project's commercial and contractual performance throughout construction, providing expertise in contract administration, cost control, change management, claims assessment, risk management, commercial reporting, and final accounts. Working closely with the Client and project stakeholders, the role requires proactive management of commercial activities to ensure successful project delivery while protecting the Client’s commercial interests and maintaining compliance with contractual and project requirements.
**Key Responsibilities:**
* **Commercial \& Contract Management**
+ Support commercial and contractual performance during project delivery.
+ Ensure compliance with commercial strategies, procedures, and contract requirements.
+ Identify and manage commercial risks and opportunities.
+ Provide commercial and contractual advice to the Client and project team.
+ Develop and enhance commercial processes where required.
* **Procurement \& Contract Administration**
+ Support procurement, tender evaluations, contract awards, and consultant/contractor appointments.
+ Administer contracts (including FIDIC and bespoke client\-direct) and monitor contractual compliance.
+ Manage contractual correspondence, notices, records, and stakeholder advice.
* **Cost Management and Financial Management**
+ Monitor budgets, expenditure, commitments, forecasts, and cash flow.
+ Review payment applications, valuations, and financial reports.
+ Analyse cost variances and implement corrective actions.
+ Maintain accurate commercial records and reporting systems.
* **Change, Claims \& Dispute Management**
+ Assess and negotiate variations, change orders, and compensation events.
+ Review contractor claims, EOT submissions, and entitlement assessments.
+ Support dispute avoidance, resolution strategies, and commercial negotiations.
* **Final Accounts \& Project Close\-Out**
+ Lead the preparation, negotiation, and agreement of final accounts.
+ Resolve outstanding commercial matters and support project handover and financial close\-out.
* **Stakeholder Management**
+ Build and maintain effective relationships with clients, contractors, consultants, and stakeholders.
+ Attend commercial, risk and project meetings, providing clear and concise commercial advice.
+ Support the delivery of high\-quality client service and successful project outcomes.
**Person Specification:**
The ideal candidate will be KSA and hospitality project experienced and demonstrate a positive and proactive approach to the role. They will need to be able to work as part of a wider PMC team based on site and be capable of working on their own initiative and making informed decisions across a wide range of commercial matters. The role will require a focus on delivering customer service excellence with commercial results.
**Qualifications**
* Degree qualified in Quantity Surveying / Commercial Management or a related discipline.
**Experience**
* Minimum 10 years' post qualification experience in Cost Management / Quantity Surveying.
* Significant post\-contract experience on major construction, hospitality, mixed\-use, entertainment or large\-scale development projects.
* Proven experience in cost management, contract administration, change management, claims management and final account settlement.
* Experience managing commercial and contractual matters under FIDIC contracts.
* Experience operating within Client, PMC, Cost Consultancy or Project Management environments.

* Demonstrates a responsive and engaged approach, with a strong sense of urgency in delivery.
**Desirable**
* MRICS, MCIOB, MCIArb/CIArb, CCM, CPCM, or equivalent professional accreditation.
