Job description
Context & Environment In the position of E&S Regional Coordinator, the collaborator will oversee, monitor and continuously improve the environmental and social compliance of onshore wind and solar renewable projects and assets in MENA region (for origination, development, construction and operation phase) with respect to TotalEnergies and applicable international requirements if financed by the lenders. The collaborator will be the focal point for all topics related to environmental, social and Company sustainability program. He/She will also ensure the role of Sustainability officer for MENA HUB.
Activities Transversal coordination : Report to MENA HSSE Manager and functional reporting line to HQ E&S (France) (weekly highlights, regular team meetings), Participate to Headquarter HSSE coordination meetings when required, Ensure deployment and effective implementation of Company E&S standards, procedures and sustainability programs across the HUB. Promote E&S awareness and training of HUB teams,and support return of experience (REX) and sharing of best practices across the HUB. Participate in the Sustainable Officer Network, providing relevant stories and feedback, monitoring the implementation of the HUB Sustainability action plan and promoting the implementation of the Company 5 Levers program in the MENA HUB.
Ensure E&S support to projects (BD/PD) during development phase: Ensure Projects are compliant with applicable laws, regulations, Company s E&S standards, policies and commitments, and international standards (IFC, EBRD, ADB) when necessary, Contribute to E&S risks assessments/screenings/CORISK for internal approval processes (internal committees), Conduct ESDD (Due Diligence) on existing E&S documents made available by Developers or business partners to ensure compliance with applicable E&S standards, Supervise the development of E&S studies (ESIA/ESMP, SEP, RAP, BAP) by defining technical scope of work and performing bidders, evaluating consultant proposals, quality control and review of the deliverables provided in accordance with defined budget and timeline Engaging with external stakeholders (authorities, lenders, civil society) during site visits and meetings until the obtention of permits.
Ensure implementation of E&S requirements during construction and operation phases: Before operation: preparing E&S requirements (HSE Annex) for Contractors, ensuring available E&S studies outcomes and main requirements are well considered in the EPC contract, involving during EPC selection process on E&S topics Review and approve main management plans provided by Contractors: ESMP, Waste, Water, grievance mechanism, others, During operation: Monitor regularly and control good implementation of all mitigation measures (avoid-reduce-compensate) by Contractors and Sub-contractors, in collaboration with TotalEnergies staff on site, Conduct E&S site inspections where necessary, support local staff during Lender technical advisor audits, Ensure the proper implementation of One Maestro principles (deliverables and monitoring) on E&S topics, Reporting: Gather and consolidate annual Company reporting (projects and assets) including environmental KPIs, social actions and grievances. The E&S Regional Coordinator will ensure the proper communication of data in Harpe and Agora tools.
• Diploma: HSE and risk management, environmental and social, sustainability.
• Professional Experience: Minimum 7 years of experience in environmental, social or sustainability domains, including at least 3 years in renewable projects
• Proven experience in managing and supervising ESIA/ESMP and related E&S studies (consultant management, review and approval)
• Experience in Construction and O&M environmental and social management, including local stakeholder management
• Experience with IFC Performance Standards, Equator Principles and E&S due diligence (ESDD), including compliance review and monitoring
• HSE Audit certification (e.g. ISO 14001 Lead Auditor) and experience with HSE management systems is strongly recommended
• Behaviour: ability to learn and self-motivated, good communication, supervisory and coordination skills, attention to detail, ability to work in a multicultural environment, curiosity, adaptability, ethic and integrity, respect for diversity, and ability to manage several projects simultaneously.
• Skills: English mandatory (spoken, written), practice of French and Arabic languages and knowledge of Middle East area would be appreciated.
