**Position Objective:** The QA/QC Engineer (MEP) governs mechanical, electrical, plumbing, HVAC and firefighting quality for the Project Management Consultancy (PMC) by auditing over the supervision consultant (CSC). The Contractor submits and the CSC reviews, inspects and approves first\-line; the PMC reviews the CSC's MEP quality records and gives final quality approval for the Client's endorsement. **Job Description \& Responsibilities:** The QA/QC Engineer (MEP) governs mechanical, electrical, plumbing, HVAC and firefighting quality for the Project Management Consultancy (PMC) by auditing over the supervision consultant (CSC). The Contractor submits and the CSC reviews, inspects and approves first\-line; the PMC reviews the CSC's MEP quality records and gives final quality approval for the Client's endorsement. * Audit the CSC's and the Contractor's MEP quality systems, confirm they meet the project specifications and standards, and verify they are applied consistently off\-site in the factory and on site. * Review and give final approval of the Inspection and Test Plan (ITP) and Method Statements (MS) for each MEP activity after the CSC's first\-line check, and confirm they are in place before related work starts. * Carry out surveillance and oversight audits and spot checks of MEP installations across ducting, pipework, plumbing, drainage, firefighting, low voltage electrical distribution, containment, cabling and earthing, verifying the CSC inspected and recorded them correctly. * Review the CSC's Material Inspection Request (MIR) and Work Inspection Request (WIR) records at hold and witness points, audit that the CSC witnessed and closed them properly, and rely on them for final approval. * Review the CSC's records for MEP testing and commissioning, including pressure and leak tests, duct and air\-tightness tests, air\-balancing, flushing and chlorination, insulation resistance and continuity tests, and functional and performance tests. * Review the CSC's witness records for the MEP scope of the Factory Acceptance Test (FAT) before each module ships and the Site Acceptance Test (SAT) once installed, and give final acceptance of the results. * Govern the Non\-Conformance Report (NCR) and Site Observation Report (SOR) process for MEP works, audit trends across the CSC's logs, and verify corrective action is tracked to close\-out at the governance level. * Review the final approval of Material Approval Requests (MAR) for MEP materials and equipment after the CSC's first\-line check, and audit that calibration, storage and protection controls are enforced. * Review the Prequalification Documents (PQD) for MEP subcontractors and vendors after the CSC's assessment, and give final approval of their quality controls before they are accepted onto the works. * Govern the MEP quality standards, key performance indicators (KPI) and dashboards, and report quality performance and recurring trends to the QA/QC Manager. * Review the as\-built drawings, operation and maintenance (O\&M) manuals, warranties and training for the MEP scope, audit Defects Liability Period (DLP) close\-out by the CSC, and give final quality acceptance for the Client's endorsement. **Qualifications \& Experience:** * Bachelor's degree or diploma in mechanical, electrical or a related engineering discipline. * 6 to 8 years in mechanical, electrical and plumbing QA/QC on building or infrastructure works, with experience auditing and governing a quality system rather than first\-line site inspection. * ISO 9001 Internal Auditor is required and ISO 9001 Lead Auditor is preferred, with practical command of Inspection and Test Plans (ITP), surveillance auditing and Non\-Conformance Report (NCR) management. * Sound command of MEP testing and commissioning, including pressure testing, electrical testing, firefighting tests and functional checks, and the related acceptance records. * Working knowledge of applicable mechanical, electrical and firefighting standards and the Saudi Building Code (SBC), including HVAC and electrical installation requirements. * Experience with modular, precast or prefabricated (off\-site) construction — including volumetric modular or Design for Manufacture and Assembly (DfMA) programs — is preferred, and a manufacturing or fabrication\-shop QA/QC background counts toward it. * Fluent with mainstream document control and quality systems, for example Aconex and AutoCAD, with a commissioning or quality dashboard platform an advantage, and quick to adopt the PMC's in\-house systems. * Saudi or Gulf (GCC) construction experience is highly preferred, and Saudi Council of Engineers (SCE) eligibility is an advantage. * Good written and spoken English for audit records and reporting; Arabic is an advantage. * Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia. The role is based across multiple cities in the Kingdom, and some travel may be required. * Advanced MS Excel and PowerPoint skills are required (for reporting, dashboards, analysis and presentations).
