Project Manager - Non-ATVAM PMO Org

**Position Objective:** The PMO Project Manager owns full accountability for the project lifecycle — survey, design, procurement, execution, and handover — within a designated zone of Tahakom's PMO Transformation Program. The role drives delivery against defined Project Management Processes and Tahakom's quality, schedule, and Saudi Government standards, while directly interfacing with Assistant Project Managers (APMs), Tahakom stakeholders, and regional authorities. **Job Description \& Responsibilities:** * Own and manage the full project lifecycle within the designated zone — survey, design, procurement, execution, and handover. * Plan and manage end\-to\-end PMO projects. * Develop and enforce Project Management Processes: Scope, Change, Risk \& Issue, Schedule, Cost, Quality, Communication, and Procurement Management. * Ensure the project is successfully completed within time, cost, and schedule. * Ensure execution of all site activities in accordance with the defined delivery schedule. * Ensure adherence to Tahakom quality standards throughout project execution. * Ensure project KPIs are defined, tracked, and regularly monitored. * Set objectives and priorities for execution of work in line with the project scope and Tahakom's requirements. * Manage contractors' services; control the quality and quantity of work performed. * Monitor project progress and proactively track bottlenecks. * Supervise work results and compare against guidelines and project plans. * Directly interface with Assistant Project Managers (APMs), Tahakom, and regional authorities within the zone. * Manage assigned project stakeholders; support in clearing dependencies or escalating to the right level for urgency and attention. Coordinate cross\-functional departments to identify project issues, monitor action items, and drive resolution. * **Qualifications \& Experience:** * Bachelor's degree in Project Management or a related field. * 7 years of Project Management experience (Social Development programs preferred). * Successfully managed PMO transformation\-related projects. * Experience with Saudi Government standards (e.g., EXPRO, Mashroat) preferred. * Certified Project Management Professional (PMP) required.
