We are seeking a highly experienced Project Manager to lead a multidisciplinary construction supervision consultancy team on a prestigious, fast\-track development in Riyadh. The successful candidate will provide overall leadership across complex building construction, major infrastructure, precision earthworks, utilities, landscaping, irrigation, and specialized external works. The role requires an accomplished construction professional capable of managing demanding technical interfaces, administering a FIDIC\-based contract, and delivering a high\-quality project within an accelerated schedule. **Key Responsibilities:** * Lead and govern all construction supervision activities to achieve the project’s safety, quality, cost, and schedule objectives. * Manage the supervision of buildings, roads, utility networks, substations, pump stations, bulk earthworks, landscaping, irrigation, and associated external works. * Direct and coordinate the multidisciplinary consultancy team, including civil, structural, architectural, MEP, infrastructure, landscape, HSE, quality, technical office, and document\-control personnel. * Act as the consultant’s senior representative and primary liaison with the client, design consultants, contractors, specialist subcontractors, and relevant authorities. * Establish clear project priorities, responsibilities, reporting arrangements, and decision\-making protocols. * Review and monitor the contractor’s baseline programme, recovery plans, resource deployment, procurement schedules, and construction progress. * Identify schedule risks and critical\-path delays and require effective mitigation and recovery measures. * Manage interfaces between buildings, infrastructure, earthworks, landscape, irrigation, utilities, and specialist construction packages. * Ensure construction activities comply with approved drawings, technical specifications, contract requirements, method statements, and applicable codes. * Administer the construction contract in accordance with FIDIC provisions and the consultant’s delegated authority. * Review variation proposals, extension\-of\-time submissions, claims, change requests, and contractual correspondence. * Assess completed work and oversee the review and certification of monthly payment applications. * Maintain clear and accurate contractual records to support commercial and technical decisions. * Lead the resolution of major technical, contractual, commercial, and construction\-interface issues. * Drive quality assurance and quality\-control performance across all project packages. * Ensure the implementation of inspection and test plans, material approvals, work inspections, non\-conformance controls, and corrective actions. * Promote a strong health, safety, and environmental culture across all areas of the project. * Monitor contractor compliance with approved HSE plans, risk assessments, permits, and statutory requirements. * Coordinate inspections, approvals, and technical requirements with Riyadh Municipality, the Saudi Electricity Company, the National Water Company, and other relevant authorities. * Chair weekly progress, technical, commercial, quality, and coordination meetings. * Prepare and present executive reports covering progress, key risks, decisions required, commercial matters, quality, safety, and schedule forecasts. * Lead testing, commissioning, handover, snagging, documentation, and project close\-out activities. * Mentor the supervision team and maintain accountability, collaboration, and high professional standards throughout the assignment. **Minimum Requirements:** * Bachelor’s degree in Civil Engineering from an accredited institution. * Master’s degree in Engineering Management, Construction Management, or Project Management is preferred. * Registration as a Consultant Engineer or Professional Engineer with the Saudi Council of Engineers is mandatory. * Project Management Professional certification is preferred. * Chartered Engineer status or an equivalent international professional qualification is an advantage. * Minimum of 25 years of progressive experience in civil engineering, construction supervision, and project management. * Significant experience leading construction supervision consultancy teams on large, multidisciplinary developments. * Proven responsibility for projects involving a combination of buildings, major infrastructure, utilities, earthworks, landscaping, irrigation, and external works. * Direct experience delivering golf\-course developments, high\-end sports facilities, resorts, leisure destinations, or large master\-planned landscape developments is highly desirable. * Strong experience managing fast\-track projects with multiple contractors, specialist packages, and demanding technical interfaces. * Demonstrated experience working as the consultant’s Project Manager, Resident Engineer, Construction Director, or in an equivalent leadership capacity. * Extensive knowledge of FIDIC contract administration, claims, variations, payment certification, and commercial negotiation. * Previous experience working in Saudi Arabia or the wider GCC is strongly preferred. * Good knowledge of the Saudi Building Code and Riyadh’s municipal, utility, and statutory approval requirements.
