Job Description – Planning Engineer
1\. Position Details
**Job Title:** Planning Engineer
**Department:** Planning / Projects / Construction
**Industry:** Construction / Oil \& Gas / EPC / Industrial Projects
**Reports To:** Planning Manager / Project Controls Manager / Project Manager
**Location:** Project / Site
**Employment Type:** Full\-Time
2\. Job Purpose
The Planning Engineer is responsible for developing, maintaining, monitoring, and controlling project schedules to ensure timely execution of project activities. The position coordinates with construction, engineering, procurement, QA/QC, HSE, commissioning, and subcontractor teams to monitor progress, identify delays, analyze schedule impacts, and support corrective and recovery actions.
3\. Key ResponsibilitiesA. Project Planning \& Scheduling
* Develop detailed project schedules in line with contract requirements, project milestones, and execution strategies.
* Prepare baseline schedules and maintain approved project schedules.
* Develop Level 1, Level 2, Level 3, and detailed look\-ahead schedules as required.
* Establish activity sequences, durations, logic, relationships, and milestones.
* Develop manpower, equipment, and resource\-loaded schedules where required.
* Ensure all project activities are properly incorporated into the schedule.
* Update schedules based on approved changes and actual site progress.
B. Progress Monitoring \& Control
* Monitor actual project progress against the approved baseline schedule.
* Collect daily and weekly progress data from construction and discipline teams.
* Verify reported progress against actual site accomplishments.
* Prepare daily, weekly, and monthly progress reports.
* Identify critical activities, delays, slippages, and potential schedule risks.
* Monitor critical path activities and recommend corrective actions.
* Track planned versus actual progress and productivity.
C. Look\-Ahead Planning
* Prepare weekly and two\-week/four\-week look\-ahead schedules.
* Coordinate with construction supervisors and discipline engineers to establish achievable targets.
* Identify upcoming work fronts, material requirements, drawings, permits, manpower, and equipment requirements.
* Highlight constraints that may affect planned activities.
* Follow up with responsible departments to remove constraints before activities become critical.
* Monitor achievement of look\-ahead targets.
D. Schedule Control \& Delay Analysis
* Analyze schedule deviations and identify root causes of delays.
* Monitor critical path and near\-critical activities.
* Prepare recovery and mitigation schedules when required.
* Conduct impact assessments for delays, variations, changes, and unforeseen events.
* Support preparation of Extension of Time (EOT) claims and schedule impact analysis.
* Maintain records supporting delay analysis and contractual claims.
* Monitor subcontractor schedules and performance against agreed milestones.
E. Resource Planning
* Prepare manpower and equipment requirements based on project schedules.
* Monitor planned versus actual manpower deployment.
* Analyze productivity and resource utilization.
* Identify manpower shortages or over\-allocation that could affect project progress.
* Coordinate with HR, construction, and project management teams regarding manpower requirements.
* Support resource optimization and cost\-control initiatives.
F. Procurement \& Material Coordination
* Coordinate with procurement, warehouse, and construction teams regarding material requirements.
* Monitor procurement activities against project schedule requirements.
* Track critical and long\-lead materials.
* Identify material delays that may affect construction activities.
* Incorporate procurement milestones into project schedules.
* Monitor material availability against planned installation dates.
G. Engineering \& Documentation Coordination
* Track engineering deliverables, drawings, technical submittals, and approvals.
* Monitor engineering progress against planned dates.
* Identify overdue drawings and documents affecting construction.
* Coordinate with engineering teams to expedite critical deliverables.
* Maintain engineering deliverable schedules and status reports.
H. Subcontractor Planning \& Monitoring
* Review subcontractor schedules and work programs.
* Ensure subcontractor schedules are aligned with the overall project schedule.
* Monitor subcontractor manpower, productivity, and progress.
* Compare subcontractor planned versus actual performance.
* Identify schedule risks and recommend corrective actions.
* Participate in subcontractor progress meetings.
I. Reporting
* Prepare daily, weekly, and monthly project progress reports.
* Prepare S\-curves showing planned versus actual progress.
* Prepare progress dashboards and management reports.
* Prepare manpower and productivity reports.
* Prepare schedule variance reports.
* Highlight critical issues, delays, risks, and required management actions.
* Present progress status to project management and client representatives.
J. Coordination \& Meetings
* Attend daily, weekly, and monthly project coordination meetings.
* Coordinate with Construction, Engineering, Procurement, QA/QC, HSE, Commissioning, and Commercial teams.
* Participate in client and consultant progress meetings.
* Record schedule\-related actions and follow up on outstanding items.
* Communicate schedule priorities and upcoming milestones to relevant teams.
4\. Key Performance Indicators (KPIs)
* Schedule adherence and on\-time completion of project milestones.
* Planned vs. actual progress variance.
* Achievement of weekly and monthly targets.
* Accuracy and timely submission of progress reports.
* Critical path monitoring and control.
* Reduction in schedule delays.
* Effectiveness of recovery plans.
* Accuracy of manpower and resource forecasts.
* Timely identification and escalation of schedule risks.
* Subcontractor schedule compliance.
* Timely updating and maintenance of project schedules.
5\. Qualifications
* Bachelor's Degree in Civil, Mechanical, Electrical, Instrumentation, or related Engineering discipline.
* Project Management or Planning certifications are an advantage.
* Knowledge of Primavera P6 is highly preferred.
6\. Experience
* **Bachelor's Degree:** Minimum 5–8 years of relevant planning/project controls experience.
* Experience in construction, EPC, oil \& gas, petrochemical, refinery, infrastructure, or industrial projects preferred.
* Experience in managing large\-scale multidisciplinary projects is an advantage.
* Experience with client reporting and subcontractor schedule management preferred.

8\. Working Conditions
* Primarily site/project\-based.
* Regular interaction with construction teams, project management, subcontractors, consultants, and clients.
* May require extended working hours during critical project phases.
* May require travel between project/site locations when required.
* Must comply with all company and project HSE and security requirements.
Pay: RO900\.000 \- RO1,000\.000 per month
