HSE Representative (Oil and Gas)

**Job Description – HSE Representative (Site) – Oil \& Gas** **Position:** HSE Representative (Site) **Location:** Qatar **Job Summary** We are seeking an experienced **HSE Representative (Site)** to join our Oil \& Gas project team in Qatar. The successful candidate will be responsible for implementing, monitoring, and enforcing Health, Safety, and Environmental (HSE) policies and procedures at the project site. The role ensures that all construction activities are carried out safely and in compliance with company policies, client requirements, and Qatar Oil \& Gas safety standards. **Key Responsibilities** * Monitor and enforce compliance with HSE policies, procedures, and safe work practices on site. * Conduct daily site inspections, safety audits, and hazard identification activities. * Ensure compliance with Permit to Work (PTW) systems and other site safety requirements. * Conduct Job Safety Analysis (JSA), risk assessments, and toolbox talks. * Monitor high\-risk activities, including confined space entry, lifting operations, hot work, excavation, and work at height. * Investigate incidents, accidents, and near misses, and prepare detailed reports with corrective and preventive actions. * Ensure proper use of Personal Protective Equipment (PPE) and safe work practices. * Conduct HSE inductions and safety awareness training for employees and subcontractors. * Coordinate emergency response drills and support emergency preparedness activities. * Maintain HSE records, inspection reports, and site documentation. * Coordinate with project management, QA/QC, construction teams, subcontractors, and client HSE representatives. * Promote a proactive safety culture and continuous improvement in HSE performance. **Qualifications** * Bachelor's Degree in Engineering or an equivalent discipline. * Valid **NEBOSH International General Certificate (IGC)**. * Minimum **7–10 years of experience** in the Oil \& Gas industry. * Proven experience in **site safety supervision** on Oil \& Gas construction projects. * Strong knowledge of HSE legislation, Permit to Work (PTW) systems, risk assessments, and emergency response procedures. * Knowledge of **Qatar Oil \& Gas safety standards** is preferred. * Excellent communication, leadership, and problem\-solving skills.
