Job description
We are seeking a highly responsible and proactive HSE Officer to support the implementation of Health, Safety, and Environment (HSE) standards at project sites. The role reports to the HSE Engineer and is responsible for ensuring a strong safety culture, regulatory compliance, and continuous improvement in safety performance across all site activities.
• Implement and enforce HSE policies, procedures, and client-specific safety requirements in compliance with local and international regulations
• Ensure adherence to project HSE Plans and monitor compliance at site on a continuous basis
• Conduct site inductions for employees, subcontractors, and visitors
• Deliver regular safety training on hazard identification, safe work practices, and chemical handling (MSDS-based)
• Support emergency preparedness activities including evacuation planning and mock drills
• Prepare and submit monthly HSE statistics to the HSE Engineer
• Conduct routine inspections of fire-fighting equipment, first-aid kits, welfare facilities, and labor camps
• Ensure timely reporting and investigation of incidents, identifying root causes and preventive actions
• Maintain accurate HSE documentation and records as per project requirements
• Participate in internal, client, and third-party audits and ensure closure of non-compliance observations
• Ensure adequate welfare measures are implemented for worker safety in all weather conditions
Required Qualifications & Experience
• Degree or Diploma in Engineering / Science with NEBOSH Level 3 certification (mandatory)
• 5–8 years of HSE experience , with at least 5 years in UAE or Middle East projects
• Experience in wet utility projects, road diversion works, and shutdown activities preferred
• Valid UAE/GCC Driving License (mandatory)
• Certification in ADOSH-SF (Safety Practitioner) preferred
• Strong understanding of local and international HSE regulations and best practices
• Excellent English communication skills (Arabic is an advantage)
Preferred Candidate Profile
• Strong field safety supervision experience in construction or infrastructure projects
• Ability to handle multiple sites and coordinate with contractors and workers
• Proactive in identifying hazards and enforcing corrective actions
