Job description

We, at Emarat Aloula is seeking a highly competent HSE Engineer with proven experience in substation projects (HV/MV/LV) to oversee and implement Health, Safety, and Environmental (HSE) requirements across ongoing power and utility projects. The ideal candidate must have hands-on experience in 132kV / 33kV / 11kV substations , transmission lines, and utility infrastructure works, ensuring full compliance with client and authority requirements such as TAQA, TRANSCO, ADDC/AADC, and ADNOC standards. Key Responsibilities • Implement and monitor the Project HSE Plan in line with company and client requirements. • Ensure strict compliance with safety regulations during: • Substation construction and modification works • Busbar protection system replacements • Relay modifications • Cable laying, termination, and testing • Overhead transmission line works (if applicable) • Prepare and review Risk Assessments (HIRA), Method Statements, and Permit to Work (PTW) documentation. • Conduct daily toolbox talks, HSE inductions, and safety awareness programs. • Monitor high-risk activities including: • Energized electrical works • Shutdown activities • Excavation and deep trenching • Lifting operations • Confined space entry • Carry out routine site inspections and audits to ensure compliance with TAQA/TRANSCO/ADNOC standards. • Investigate incidents, near misses, and accidents; prepare reports and recommend corrective actions. • Ensure proper implementation of emergency response plans and conduct mock drills. • Monitor subcontractor compliance with HSE standards. • Maintain daily, weekly, and monthly HSE performance reports for management and client submission. • Coordinate with project engineers and site supervisors to proactively address safety risks. Qualifications & Certifications • Bachelor’s Degree in Engineering (Electrical preferred or relevant Engineering degree). • NEBOSH IGC (Mandatory). • ISO 45001 Lead Auditor Certification (Preferred). • TAQA / Utility Competency Certification (Highly Preferred). • ADOSH awareness certification (Advantage). • Valid UAE Driving License (Preferred). Experience Requirements • Minimum 8–10 years of HSE experience in UAE/GCC. • Proven experience in: • 132kV / 33kV / 11kV Substation projects • Transmission line projects • Power plant or utility infrastructure projects • Experience working with TAQA, TRANSCO, ADDC/AADC, ADNOC, or similar utilities is highly desirable. • Strong background in shutdown activities and high-voltage electrical environments. Skills & Competencies • Strong knowledge of UAE HSE regulations and utility safety standards • Excellent leadership and communication skills • Strong incident investigation and reporting capabilities • Proactive approach to hazard identification and risk mitigation • Ability to work under pressure and manage multiple site activities • Strong documentation and reporting skills Preferred Attributes • Experience in HV substation upgrades and protection system replacement projects • Experience in power transmission and distribution infrastructure • Immediate or short-notice availability is an advantage.
