WSP is seeking a highly experienced HSE Engineer to join our Construction Supervision team on a major Roads \& Highways project in Riyadh, Saudi Arabia. The successful candidate will play a key role in ensuring the highest standards of health, safety, and environmental compliance are maintained throughout project execution. Working as part of the Engineer's site supervision team, the HSE Engineer will monitor construction activities, ensure contractor compliance with project HSE requirements, and support the delivery of a safe working environment in accordance with Saudi Arabian regulations, client requirements, and international best practices. * Monitor and enforce compliance with project\-specific HSE plans, procedures, and standards. * Conduct regular site inspections, audits, and safety assessments across active construction areas. * Review and monitor contractor HSE documentation, including risk assessments, method statements, lifting plans, traffic management plans, and emergency response plans. * Ensure compliance with Saudi Arabian health, safety, and environmental regulations, as well as client and project requirements. * Identify unsafe acts, unsafe conditions, and environmental risks, ensuring prompt corrective actions are implemented. * Participate in incident investigations, root cause analysis, and the development of corrective and preventive measures. * Monitor contractor performance against Key Performance Indicators (KPIs) and project HSE objectives. * Attend progress, coordination, toolbox, and safety meetings with contractors, stakeholders, and client representatives. * Verify that all personnel are appropriately trained, inducted, and competent for their assigned roles. * Monitor work activities involving excavation, heavy plant operations, lifting activities, temporary traffic management, confined spaces, and other high\-risk construction activities. * Prepare HSE inspection reports, observation reports, non\-conformance reports, and monthly performance summaries. * Promote a positive safety culture across the project and support behavioural safety initiatives. * Monitor environmental compliance relating to waste management, dust control, noise management, pollution prevention, and sustainability requirements. * Liaise with client representatives, regulatory authorities, contractors, and project stakeholders on all HSE\-related matters. * Assist the Resident Engineer and Construction Manager in achieving project safety objectives and maintaining a zero\-harm culture. * Bachelor's Degree in Engineering, Occupational Health \& Safety, Environmental Engineering, or a related discipline. * Professional HSE certifications such as NEBOSH International General Certificate, NEBOSH Diploma, IOSH, or equivalent. * Additional certifications in incident investigation, risk assessment, or auditing would be an advantage. * Minimum 12 years of professional HSE experience. * Proven experience on major Roads \& Highways construction projects. * Previous experience working for an engineering consultancy or site supervision consultant is highly desirable. * Demonstrated experience working on projects within Saudi Arabia (KSA). * Strong knowledge of Saudi regulations, infrastructure project requirements, and international HSE standards. * Experience managing contractor HSE performance on large\-scale infrastructure projects. * Familiarity with projects involving road construction, interchanges, bridges, utility diversions, traffic management, and associated infrastructure works. **Skills \& Competencies** * Excellent understanding of construction health, safety, and environmental management systems. * Strong knowledge of risk assessment and hazard identification techniques. * Ability to conduct site inspections, audits, and incident investigations effectively. * Strong report writing and communication skills. * Ability to influence, coach, and engage project teams and contractors to improve safety performance. * Strong interpersonal and stakeholder management skills. * Proficient in Microsoft Office applications and HSE reporting systems. * Fluent in English.
