Job description

• Develop, manage, and maintain project budgets , cost breakdown structures, and financial control systems from project initiation to close-out. • Monitor project cost performance by tracking actual vs. budgeted expenses and identifying deviations. • Perform variance analysis and update forecast to complete (ETC) and estimate at completion (EAC) . • Ensure accurate cost coding, commitment tracking, and expenditure classification . • Review and validate purchase requisitions, subcontractor invoices, and material requests for compliance with budget and contractual requirements. • Prepare monthly cost reports, dashboards, and cash flow forecasts using tools such as Excel, Power BI, and Oracle systems. • Evaluate change orders , analyze financial impacts of variations, and support preparation of claims and contractual adjustments. • Coordinate with planning, procurement, commercial, and technical teams to maintain alignment between budget, commitments, and project progress. • Participate in project risk assessments , cost risk analysis, and recommend mitigation strategies. • Support tendering and pre-contract cost evaluation when required. • Maintain accurate cost records and prepare reporting for management and stakeholders. • Bachelor's Degree in Civil Engineering or related discipline (required). • Minimum 7 years of relevant experience in UAE , preferably in: o Infrastructure and utilities o Pipeline and water transmission systems o Sewerage networks o Water treatment or desalination o Industrial or EPC projects o Strong knowledge of cost control principles , budget development, and earned value management (EVM). Proficiency in: o Oracle Fusion / Oracle Unifier / Horizon ERP o Primavera P6 o Power BI and advanced Microsoft Excel (Pivot, Macros) o Cost reporting and analytical dashboards • Strong understanding of FIDIC contracts, claims, and variation orders . • Excellent communication, analytical, and reporting skills. • Ability to work under pressure and manage multiple priorities.
