Business Consultant – Digital Programs

**Role Purpose** The role is responsible for supporting the planning, delivery, and optimization of large\-scale digital initiatives for the Emirate of Dubai. This includes leading complex digital projects, providing end\-to\-end business analysis services, and delivering ad\-hoc consulting activities such as market research, benchmarking, and product alignment to support informed decision\-making and strategic outcomes. **Key Responsibilities** **Project Management** * Lead and manage **large, strategic, and cross\-functional digital initiatives** across government entities and delivery partners. * Plan, execute, monitor, and control projects related to **digital services, systems, and applications**. * Coordinate with internal teams, government stakeholders, and vendors to ensure alignment on scope, timelines, and deliverables. * Manage project risks, issues, dependencies, change requests, and mitigation plans. * Prepare and maintain project plans, status reports, dashboards, and executive\-level updates. * Ensure adherence to governance frameworks, policies, quality standards, and best practices throughout the project lifecycle. **Business Analysis and Requirements Engineering** * Conduct **business analysis for complex digital programs** to identify business needs, gaps, and opportunities. * Lead requirements engineering activities, including **elicitation, analysis, documentation, validation, and approval** processes. * Develop and maintain **Business Requirements Documents (BRDs)** and supporting artifacts in line with established standards. * Collaborate with technical and solution teams to translate business requirements into functional and non\-functional specifications. * Plan, coordinate, and support **User Acceptance Testing (UAT)** activities, including test scenarios, execution, defect management, and business sign\-off. * Act as a key interface between business stakeholders and technical teams to ensure clarity, traceability, and alignment of requirements. **Consulting and Strategic Support** * Perform **ad\-hoc consulting activities** to support strategic planning, operational improvements, and digital transformation initiatives. * Conduct **market research, industry analysis, and benchmarking studies** to assess trends, best practices, and comparable digital solutions. * Support **product and project alignment**, ensuring consistency between digital products, ongoing projects, and strategic objectives. * Contribute to **product roadmap development and planning**, including prioritization of initiatives, dependency mapping, and phased delivery planning. * Provide analytical insights, recommendations, and briefing materials to support leadership decision\-making. * Support cross\-functional initiatives that require rapid analysis, structured problem\-solving, and stakeholder coordination. **Experience Requirements** * **6 \- 9 years of professional experience** in business consulting, digital transformation, project management, or business analysis roles. * Proven experience managing **large\-scale, complex, and cross\-functional digital projects**, preferably within government, semi\-government, or regulated environments. * Strong hands\-on experience in **business analysis and requirements engineering** for digital systems and applications. * Experience performing **strategic consulting activities** such as market research, benchmarking, and roadmap development. * Proven ability to work with and support **senior stakeholders**, collaborating across business, technical, and leadership teams. **Education Requirements** * Bachelor’s degree in **Business Administration, Information Systems, Computer Science, Engineering**, or a related field. * Relevant professional certifications preferred, such as: * Project Management (e.g. PMP, PRINCE2\) * Business Analysis (e.g. CBAP, PMI\-PBA) * Agile or Digital Transformation certifications **Skills:** Project Management , Business Analysis , Digital Transformation
