Job description
**Communication**
**Internal Communication:**
* Safety Manager
* Business Unit Managers
* Subordinate H\&S Resources
**Purpose:**
* To report on delivery of Milaha HSEQ services, status reporting on site level HSEQ assurance and compliance evaluation, progress tracking of HSEQ specific tasks within defined project which have been assigned, facilitation of site training as delegated
* To direct site operational management response so as to provide multi\-disciplined technical advice, achieve and maintain regulatory compliance against identified high\-risk operational activity
**External Communication:**
* Clients, Contractors, External certification bodies
* Contractors
**Purpose:**
* Primary point of site contact for functional subject matter expertise communication
* Provide operational interface, enabling regulatory compliance and alignment of contractor management site operations
**Occupational Health \& Safety and Environment**
**Accountability:**
Accountable to their line manager and direct reports so far as is reasonably practical to ensure:
* a safe place or work;
* safe systems of work;
* safe plant \& equipment;
* provision of information and training.
**Responsibility:**
Responsible for:
His/her personal safety and that of all personnel under his/her authority, including others who may be affected by the company’s activities. In particular to:
* Conduct risk assessments on activities within their department ensuring that the methods and safe systems of work are safe and implemented;
* Ensure all employees and contractors under their control are competent to undertake their duties;
* Ensure all accidents, incidents and near misses are reported and investigated;
* Promote good behaviours and set a personal example with regard to occupational health and safety matters.
**Authority:**
Managers/Supervisors have the authority to stop work when health and safety is unsafe or being compromised.
**Education \& Professional Qualification:**
* 3\-year Full Time Degree in Health and Safety from a recognised institution; or
* 3\-year Full Time Degree (Associated Degree) from a recognised institution and a 2\-year Full Time Graduate Diploma in Health and Safety; or
* 3\-year Full Time Degree (Associated Degree) from a recognised institution and NEBOSH Diploma in Occupational Health and Safety; or
* 3\-year Full Time Degree (Associated Degree) from a recognised institution and Chartered member of IOSH
Preferred
* Auditor qualification (possible Lead Audit) for ISO accreditation framework
* Root Cause Analysis certification is preferred
* Training and Assessment qualification at Level 4 or higher is preferred
* First Aid certification is preferred
**Professional Experience:**
\- 6 \- 9 years of experience of which 5 years as HSE professional in heavy industry
* At least years of experience with management accountability of site HSEQ operational functions
**Geographic Experience:**
* N/A
**Computer Skills:**
* Good knowledge of Office and web applications
* Advanced MS Excel and PowerPoint skills
**Language Skills:**
* Fluent spoken and written English
* Ability to write high level reports of a precise nature
**Market/Industry/Functional Knowledge:**
* Proven success in the implementation of an effective safety process culture in a multinational environment where perceptions of safety and risk vary considerably
\- Sound knowledge of international best\-practices gained from global companies that operate in high\- risk, high\-consequence environments governed by stringent regulatory requirements
**Key Roles \& Responsibilities**
* Ensure implementation and effectiveness of technical procedures, specialist manuals and forms in order to provide the assigned site documented work procedures and processes, provide site level continual improvement and operate to international standards in line with client, contractual and legal requirements
* Evaluate assigned site work processes, performance against objectives, providing transparency, efficiency and financial savings, removing duplication, offering solutions that are cost effective, increase performance, reduce waste, eliminate loss and ensuring continual improvement via the audit process
* Manage and coordinate ISO international standards related activity for the assigned site inclusive of corrective actions monitoring, management and closure
* Conduct investigations (in accordance with procedural requirements) and document HSEQ incidents providing detailed reports
* Conduct technical HSEQ coaching for all levels of business unit site management and personnel
* Act as technical specialist for health and safety matters and principle point of contact for the business unit within the assigned site
* Provide technical support to operational managers on potential conflicts between the business unit and clients, regulatory authorities, or other interested parties affecting the site
* Measure assigned site HSEQ compliance and implementation levels and provide detailed reports to management
* Identify and communicate HSEQ relevant international, GCC, and Qatar laws and regulations, and provide advice on the specific requirements within the assigned site legal register to enable compliance.
* Supervise subordinate staff, assign work activities, monitor performance and review results
* Act as a coach to subordinates, identify opportunities for training and development according to site needs
* As assigned, participate in business unit and/or site(s) HSE committees
* Perform other job\-related duties as assigned.
**Decision Making Authority:**
* Autonomous authority to enact a ‘stop work’ on operational activities at any point where they have a reasonable expectation that an event could occur which would result in injury, environmental effect or damage to property
* May undertake whatever corrective action they feel reasonable at a given point in time to mitigate risk to people, environment or property
