Job description
The Assets & Plant Officer optimizes the utilization, tracking, and financial performance of all heavy machinery, tower cranes, generators, and vehicle fleets within the construction PMV Division . This role manages asset lifecycles from mobilization to disposal, enforcing strict technical compliance, cost controls, and optimal site allocation to maximize project profitability.
Key Responsibilities
1. Asset Allocation & Mobilization Logistics
• Coordinate the timely mobilization and demobilization of heavy plant and machinery across multiple active construction sites.
• Evaluate project resource requests against current PMV inventory layout charts .
• Manage third-party transport logistics for extra-legal, heavy, or oversized equipment movements.
• Inspect incoming and outgoing machinery to document technical conditions and baseline handovers.
2. Fleet Tracking & Lifecycle Management
• Maintain the master Asset Register utilizing modern ERP or telemetry systems (e.g., SAP, Maximo).
• Monitor real-time machinery utilization rates using GPS tracking and telematics data .
• Identify underutilized, idle, or redundant assets and reallocate them to reduce operational bottlenecks.
• Execute the complete asset disposal or scrap lifecycle for equipment reaching end-of-life status.
3. Cost Control & Financial Reporting
• Analyze total operational expenditure (OpEx) , including internal hire rates, maintenance costs, and fuel consumption.
• Track Return on Investment (ROI) and depreciation rates for heavy capital assets ( CapEx ).
• Audit third-party equipment rental invoices and cross-reference them with actual site timesheets.
• Prepare monthly utilization, fuel efficiency, and maintenance cost variance reports for management.
4. Compliance, Registration & Insurance
• Manage timely renewals for machinery registration, road permits, and third-party certifications .
• Ensure all tower cranes, generators, and earthmoving plants comply with local municipal safety codes.
• Coordinate with insurance providers to process claims for damaged, vandalized, or lost machinery assets.
Required Qualifications & Skills
• Education : Bachelor’s Degree in Mechanical/Industrial Engineering, Supply Chain, Business Administration , or a related discipline.
• Experience : Minimum 3+ years of dedicated asset management experience within a construction PMV Division .
• Technical Mastery : Deep familiarity with heavy construction machinery (e.g., excavators, concrete pumps, tower cranes, generators).
• Software Skills : High proficiency in Asset Management Software, ERP systems, and MS Excel for financial data analysis.
• Soft Skills : Strong negotiation and contract management skills to interface effectively with site managers and vendor suppliers.
