Job description
LGTC is seeking a professional and results\-oriented Partnership Development Officer to identify, approach, develop, and close partnerships related to the supply and recruitment of workers.
The employee will manage the complete partnership\-development process—from researching potential partners and initiating contact to arranging and conducting meetings, presenting LGTC’s services, preparing proposals and contracts, negotiating terms, closing deals, and coordinating the handover of confirmed workforce requirements.
The ideal candidate must be highly skilled in research, professional communication, business presentations, negotiation, contract preparation, relationship management, and deal closing. Communication will take place through email, LinkedIn, Facebook, Instagram, WhatsApp, telephone calls, video meetings, and other approved business platforms.
Key Responsibilities
Partner Research and Lead Generation
* Research and identify potential local and international partners requiring workforce recruitment or manpower\-supply services.
* Target employers, recruitment agencies, manpower companies, contractors, service providers, and other organizations with staffing requirements.
* Use search engines, company websites, online directories, LinkedIn, Facebook, Instagram, professional networks, and other reliable sources.
* Identify company owners, directors, HR managers, recruitment managers, procurement officers, and other decision\-makers.
* Collect and verify company details, contact information, business activities, workforce requirements, and partnership potential.
* Assess each prospect’s credibility, relevance, requirements, and decision\-making capacity.
* Maintain an organized and duplicate\-free database of prospective partners.
Communication and Business Outreach
* Contact prospective partners through email, LinkedIn, Facebook, Instagram, WhatsApp, telephone, and other approved channels.
* Prepare personalized and professional introductory messages for each company and platform.
* Introduce LGTC and explain its worker\-supply and recruitment capabilities.
* Promote LGTC’s access to in\-region and overseas candidates, including workers from India, Nepal, Egypt, African countries, Kuwait, the wider GCC, and Asia.
* Identify the prospect’s staffing needs, required positions, qualifications, nationalities, experience levels, quantities, timelines, and employment conditions.
* Respond professionally to inquiries and provide accurate information about LGTC’s services.
* Follow up consistently with prospects and maintain complete communication records.
* Comply with the communication and anti\-spam policies of all platforms used.
Meeting Arrangement and Presentation
* Arrange online or in\-person meetings with qualified prospective partners.
* Confirm meeting schedules, attendees, locations, online links, and agendas.
* Research the organization and prepare a prospect brief before each meeting.
* Personally attend and conduct partnership meetings when assigned.
* Present LGTC’s company profile, recruitment process, available workforce sources, service capabilities, and proposed partnership structure.
* Ask detailed questions to establish the partner’s exact workforce requirements.
* Explain LGTC’s process, responsibilities, requirements, timelines, and commercial terms clearly.
* Record meeting discussions, requirements, objections, agreed actions, and follow\-up deadlines.
* Provide management with meeting reports and recommendations.
Proposal Preparation
* Prepare customized workforce\-supply or recruitment proposals based on the client’s requirements.
* Ensure proposals clearly specify:
* Required job categories and number of workers
* Candidate qualifications and experience
* Preferred nationalities or recruitment markets
* Salary and employment conditions
* Recruitment responsibilities of each party
* Service fees, commissions, and payment terms
* Documentation and visa responsibilities
* Recruitment and deployment timelines
* Replacement or guarantee terms, when applicable
* Validity period of the offer
* Obtain management approval for pricing, fees, commitments, and non\-standard commercial terms before issuing proposals.
* Present proposals professionally and address questions or objections raised by prospective partners.
Contract Preparation and Negotiation
* Prepare Recruitment Partnership Agreements, manpower\-supply agreements, service agreements, memoranda of understanding, and related documents using LGTC\-approved templates.
* Customize contracts according to the approved proposal and agreed business terms.
* Ensure contracts accurately reflect the responsibilities, fees, payment arrangements, service scope, timelines, confidentiality provisions, and termination conditions.
* Coordinate the review of contracts with management and, when required, legal advisers.
* Negotiate commercial and operational terms within the authority granted by management.
* Maintain clear version control and securely store all draft and signed agreements.
* Follow up on corrections, approvals, signatures, company documents, and other contractual requirements.
Deal Closing
* Manage each qualified opportunity from initial contact through final agreement.
* Address concerns, clarify terms, and guide prospective partners toward a decision.
* Secure written confirmation of the partner’s requirements and acceptance of agreed terms.
* Obtain signed agreements and required company documents.
* Confirm that all pricing, payment, legal, and operational conditions are approved before closing.
* Complete the internal deal\-closing checklist and update the partnership status.
* Coordinate the formal handover of closed deals to the recruitment and operations teams.
* Ensure the handover includes confirmed job orders, worker requirements, contracts, timelines, contact details, and agreed responsibilities.
* Continue monitoring the partnership during its initial implementation stage.
Partner Relationship Management
* Maintain professional relationships with approved and active partners.
* Conduct regular follow\-ups regarding current and anticipated workforce needs.
* Coordinate with internal teams to help ensure agreed services are delivered.
* Address routine partner concerns and escalate operational, contractual, or financial issues promptly.
* Identify opportunities for repeat business, expanded job orders, and long\-term cooperation.
* Maintain partner satisfaction while protecting LGTC’s commercial interests.
Database and Reporting
* Maintain an accurate pipeline showing each prospect’s current stage, including:
* Identified
* Researched and verified
* Contacted
* Follow\-up required
* Qualified
* Meeting scheduled
* Meeting completed
* Proposal submitted
* Negotiation in progress
* Contract preparation
* Contract sent
* Deal closed
* Handover completed
* On hold
* Lost or disqualified
* Record all communication, meetings, proposals, contracts, decisions, and next actions.
* Prepare daily, weekly, and monthly business\-development reports.
* Report the value and status of active opportunities and closed deals.
* Explain lost opportunities and recommend improvements.
Qualifications
* Bachelor’s degree in Business Administration, Marketing, Communications, International Business, Human Resources, or a related field is preferred.
* Previous experience in business development, recruitment, manpower supply, partnership management, sales, or contract coordination is strongly preferred.
* Demonstrated experience in conducting meetings, delivering presentations, preparing proposals, negotiating terms, and closing deals.
* Strong knowledge of online research, lead generation, and digital communication.
* Proficiency in Microsoft Office and Google Workspace.
* Strong written and verbal English communication skills.
* Knowledge of Arabic or other relevant languages is an advantage.
* Understanding of workforce recruitment or manpower\-supply processes is a strong advantage.

Authority and Approval Requirements
The Partnership Development Officer may conduct meetings, present approved services, prepare proposals and contracts, negotiate within approved parameters, and close deals after obtaining the required internal approvals.
The employee may not:
* Sign contracts on behalf of LGTC unless formally authorized.
* Approve unapproved prices, commissions, credit arrangements, or payment terms.
* Guarantee candidate availability, visa approval, deployment dates, or recruitment results without confirmation.
* Agree to non\-standard contractual obligations without management approval.
* Share confidential company, worker, applicant, client, or partner information.
* Make commitments that expose LGTC to unapproved financial, operational, or legal obligations.
Key Performance Indicators
Performance will be evaluated based on:
* Number and quality of qualified partnership leads generated.
* Number of decision\-makers contacted.
* Outreach response and conversion rates.
* Number of qualified meetings arranged and conducted.
* Number and quality of proposals submitted.
* Proposal\-to\-contract conversion rate.
* Number and value of worker\-supply deals closed.
* Number of confirmed job orders and workers requested.
* Time taken to move opportunities through the pipeline.
* Accuracy and completeness of proposals, contracts, and handovers.
* Partner retention and repeat business.
* Compliance with LGTC’s approval, confidentiality, and reporting procedures.
Pay: KD250\.000 \- KD300\.000 per month
